Bill by Assemblymember David Alvarez aims to preserve 383 acres set aside for planned University and Innovation District
The state Assembly has approved legislation that would exempt 383 acres set aside by Chula Vista for a university and innovation district from the Surplus Land Act.
Late last year, a state agency said the land does not qualify for an exemption because while legal restrictions may limit the amount of housing it can build, they do not preclude housing from being built. Committee members said that 383 acres are “far greater than the typical affordable housing development, which is one to five acres. As such, it is unlikely that an affordable housing developer would bid on the site, which would leave it open for competitive bid, which could result in the production of no affordable housing.”
Several organizations pushing for the development of affordable housing oppose the legislation. Among them are the San Diego Housing Federation and the Public Interest Law Project.
