By the early 1960s, Lee-Harvard became a popular neighborhood for middle-class Black families, who wanted to leave the center part of the city. The Great Migration brought many southern Black migrants to the city. And by 1927, the Lee-Seville areaArthur R. Johnston became one of Ohio’s first Black mayors in 1929. Johnston won office despite Black people making up only one-third of Miles Heights’ population.was dissolved by the Cuyahoga County commissioners because of financial issues and annexed to Cleveland in 1932. The neighborhood’s history with controversial housing decisions was just beginning.
