Wishing for a higher rate of growth does not make it happen
The Labour Party ‘is assuming an implausibly rapid rise in the growth rate’ The last such moment occurred in the 1970s. Margaret Thatcher, Geoffrey Howe and Nigel Lawson proposed an alternative and restricted the state to the role of sustaining a market economy. This was also broadly accepted by the New Labour governments of Tony Blair and Gordon Brown.
The two main drivers of growth are infrastructure and skills. Labour proposes a British Infrastructure Council and an Industrial Strategy Council to remedy market failures and “other barriers that hold back investment”. It will put planning reform “at the very centre of our economic and our political argument”.
The truth is that there is no magic formula for raising a country’s growth rate in one or even two parliaments – or, if there is, Labour is keeping it to itself. .As for the “active state” and the “partnership” to stimulate investment, it is not immediately obvious why politicians and officials, with little experience of business, can discover investment opportunities hidden from entrepreneurs. Past “partnerships” have shown few benefits.
In addition, it proposes to spend £7.3bn on a National Wealth Fund to create jobs in a zero-carbon economy and £2.5bn for its British Jobs Bonus. It will recruit 6,500 new staff in schools, create breakfast clubs in primary schools, improve accommodation for our Armed Forces and provide 13,000 more neighbourhood police. On Thursday, MP Neil Coyle toldthat a Labour government would also appoint 1,000 extra caseworkers to deal with the backlog in asylum applications.
