Conservation of cultural heritage as a tourism object should not only focus on updating the quality of buildings, but also on the welfare of residents. Values in society also need to be viewed as cultural heritage.

Kemas mentioned that the presence of indigenous communities is important because they are considered to have a connection to the area, thus having a strong sense of responsibility in preserving cultural heritage. This has been practiced in the development of cultural heritage sites into tourist attractions in Malacca and Georgetown, Malaysia, over the past decade.
In the same opportunity, the architecture lecturer from Trisakti University, Punto Wijayanto, stated that in HUL, preserving cultural heritage and developing towards a modern city complement each other, not the other way around. Therefore, in constructing a tourism area, the government should also build supporting spaces that can also be utilized by the surrounding residents.
