Bumblebee introduced Agent Burns to the franchise, but is John Cena returning in Transformers: Rise of the Beasts? The seventh entry in the Transformers franchise continues the series' mission to soft reboot the story with prequels set before Michael Bay's films. Transformers: Rise of the Beasts follows Bumblebee in that regard. The 2018 film focused on Bumblebee's origin was set in 1987 and rebooted the continuity by giving the Autobots a new backstory.

Hailee Steinfeld is not returning for Transformers: Rise of the Beasts as Charlie, which makes sense considering how her story ended. However, Bumblebee also introduced a seemingly important character through John Cena's Agent Burns.
John Cena’s Agent Burns Is Not Confirmed To Be In Transformers 7 Paramount has yet to confirm that John Cena is returning in Transformers: Rise of the Beasts, casting doubt on his potential appearance. The film is seemingly a sequel to Bumblebee only in terms of the timeline, as none of the previous movie's cast members are expected to return. The Transformers 7 cast instead focuses on human characters played by Anthony Ramos and Dominique Fishback.
Instead of making a return to the Transformers franchise, John Cena has been very busy with other franchises. He landed the role of Peacemaker within the DC Extended Universe and played Jakob Toretto in F9. If there were hopes of having John Cena return in Transformers: Rise of the Beasts, his busy schedule might have created some conflicts that prevented it. Peacemaker season 1's filming overlapped with the beginning of production on Transformers 7.
John Cena’s Transformers: Rise of the Beasts Return Would Work After Bumblebee Transformers: Rise of the Beasts including John Cena's Agent Burns would make a lot of sense after Bumblebee. As a high-ranking member of Sector Seven, Burns would be an ideal choice to continue to monitor the Autobots' activity on Earth. Although he was originally an adversary to Bumblebee, Burns came around to become an ally to them by the film's conclusion.
