India has restored cellphone service to millions of residents of the Kashmir Valley, but an internet blackout is still in effect
Service for cellphone users with fixed contracts had voice service restored at noon on Monday, according to Rohit Kansal, spokesman for the state government of Jammu and Kashmir. Service for cellphones with pay-as-you-go plans continues to be blocked, along with data and internet services on.
