In response to disorder, Panama City Beach expands city manager's emergency powers.

An image from a press conference livestream shows some of the 75 weapons confiscated during one spring break weekend in Panama City Beach. Local officials said the city was targeted by a group of lawbreakers. Many of those arrested were from Alabama.

Both regulatory moves are a response to events of March 25-27, when officials in Panama City Beach, Panama City and Bay County, Fla., contended with an influx of peopledescribed as “criminals who came to our town to be lawless and create havoc.” says that in recent years, “the City has seen an unusually large influx of visitors during the Spring Break and summer seasons which has posed significant challenges including, but not limited to, extreme traffic and congestion, and severe impacts to the City’s Police, Fire, Sanitation, and Code Enforcement services.

“This is already the powers that are vested in the city council by state law and by charter and by ordinance,” said vice mayor Geoff McConnell. “This is just something I think is going to reduce our timeline significantly to keep our residents safe.”
