Statute requires the Camden County to conduct one inspection every five years to multi-dwelling units, although enforcers typically investigate complaints on a regular basis as well. A Camden spokesman said the city conducts its own multi-dwelling inspections each year, however they had not been to the property since 2019 following a pause due to COVID-19 concerns, a city spokesman said. The recent two-week inspection followed a glut of complaints.

Wolfe has owned the property since 2011, city records provided by the county showed. A spokesman said city tax records do not indicate he owns any other properties in Camden. While state tax records also indicate Wolfein New Jersey, that remains unclear. Corporations that he is a member of and own other properties may not necessarily have his name listed on them.

“Northgate 1 we consider a city of its own. The mayor said the city has heard some interest from a new owner to take over the property.
