“The basic reason for that is that oil and gas production in the UK is declining and all these new licenses are going to do is make it decline a bit more slowly,” he said. A licensing round will only go ahead if the UK is projected to import more oil and gas from abroad than it produces. Carbon emissions from UK gas production will also have to be lower than the emissions from the liquefied natural gas that it imports from abroad.
