, allowing permits to be granted for vertical construction of the 20-story apartment complex at the Boulevard Oaks site where the controversial Ashby high-rise was first proposed more than 15 years agoto begin groundwork for the project, but it had not yet received approvals to start vertical construction. The Dallas-based development firm had planned to start construction in April, although the project at 1717 Bissonnet doesn't appear yet to have broken ground.

"This is terrible news and I won’t sugarcoat it. Residents and I have been fighting this grossly out-of-scale development — and its negative impacts on traffic, congestion, safety, and quality of life for neighbors — with both hands tied behind our backs," Kamin said in a statement."I will continue to advocate for and alongside our residents to mitigate the impacts this construction project is going to have on the neighborhood.

StreetLights also said it would work with residents on ways to address safety and traffic concerns tied to the construction process. Although the Langley would be led by a new group of developers with a different building design, developers have been allowed to use the same permits that Buckhead Investments had received. Street Lights argued its project falls under Texas’ vested rights law allowing real estate projects to be “grandfathered” under the rules in place at the time a developer originally applied for a permit, such as those regulating buffering, or spacing between residential properties and high-rises.
