Through a loophole in the 2000 Child Citizenship Act, tens of thousands of intercountry adoptees in the U.S. do not have citizenship.

When Patrick Armstrong was 15 years old he went to the Indiana Bureau of Motor Vehicles to get his learner’s permit. What should have been an exciting teenage milestone instead turned into a stressful and embarrassing ordeal when the woman assisting him could not quickly verify his citizenship status.

Years later, Armstrong learned that many other adoptees like him were far less fortunate. Through a loophole in the 2000 Child Citizenship Act,in the U.S. do not have citizenship. Through no fault of their own, these now adults were brought to the U.S. as infants and children. Despite growing older, starting families and living their lives as Americans, they now live in fear.

“They live in fear that they will not be able to provide for their loved ones, fear that they will have everything taken away and be sent back to a country they have no memory of,” Armstrong says. “The longer we wait, the more that fear becomes reality.” Last year he began to advocate for the impacted community of adoptees and specifically the Adoptee Citizenship Act, joining the ongoing efforts of the Adoptee Rights Campaign, Adoptees for Justice and National Korean American Service & Education Consortium .
