An official statement released on Tuesday night said the Government was “exploring voluntary relocations for those who have no right to be here to Rwanda”. But the policy was in fact enacted on Monday following an undisclosed new deal with Kigali.

The cohort of refused asylum seekers covered by the voluntary programme are separate to those targeted by the original Rwanda plan, which aimed to transfer people to Kigali without making a decision on their claims. Nazek Ramadan, director of the Migrant Voice charity, said: “This latest policy appears to be a cynical move on the part of this Government to achieve its aim of getting a picture of one flight taking off to Rwanda before an election.
