"Guaranteed income programs are effective tools to empower families and provide economic stability, but the benefits go even further," Precinct 1 Commissioner Rodney Ellis said."Families report improvements to their physical and mental health, being able to spend more time with their children and a greater sense of self-determination when they are trusted with the resources they need to build a better life.
"We have a lot of flexibility on where to spend ARPA dollars," he said."There might be other places we could spend this other than this. This is, I guess, one way to do it."
