The Happy Joe’s Pizza and Ice Cream expansion is led by their newest franchisee, a Black-owned, three-person business group. The group, HJ SMS OpCo, LLC, is Happy Joe’s first minority franchisee. They plan to expand the restaurant to Grand Prairie, Cedar Hill, or Arlington — three areas of Texas with 40 percent or higher minority populations.
