BLAINE, Minn.—Republican Rep. Tom Emmer’s opposition to the House impeachment probe fueled a heated town hall meeting here Tuesday, with Democrats urging him to stand up to the president while the three-term congressman blamed them for looking for a reason to attack Mr. Trump.
