As the European Union faces its biggest crisis ever, the Germans are taking over
Given that the current Croatian presidency has arguably underperformed, and that next years' presidencies are held by smaller countries , it may be just the right moment to have a powerful nation, with a reputation for efficiency, in charge.
Finally, there's a fourth category with topics that will likely no longer receive much attention. Which issues fall into it is still under discussion — and has led to bickering among politicians and ministries in Berlin — but Europe Minister Michael Roth said last week that Germany won't cede on its insistence on a budget clause that allows funding cuts in cases of rule of law violations, such as in Hungary or Poland.
Only about 10 percent of the usual meetings in the Council are currently being held due to social distancing and other restrictions, a Council official said, adding that the German presidency could potentially boost that to 30 percent of the normal rhythm. One problem Berlin sees is that videoconferences are no suitable alternative to in-person gatherings because they don't allow officials to consult in smaller groups on the sidelines, don't offer simultaneous translation and lack confidentiality, as ambassador Clauß pointed out in his letter.
