A man left with a fractured skull and what police say appeared to be falsified door staff schedule are among the issues that led to The Stanley Arms licensing review.Notice was given last week that The Stanley Arms would be the subject of a premises licence review to be held by Preston City Council’s licensing sub-committee. Unusually, however, the agenda papers to accompany the meeting were not published – meaning it was not known why the hearing had been called.

On March 28, PC Connolly visited the venue with Preston City Council following an incident on March 25 where a man was arrested on suspicion of ABH. PC Connolly advised the licence holder that the CCTV showed more of an affray than it did an ABH and that there was a delayed report to police as staff opted to run to a nearby licensed premises and seek assistance from its door supervisors.

A man was left with a fractured skull and a bleed on the brain after an assault on August 14. Lancashire Constabulary received a report via CCTV regarding a male who had been assaulted inside the premises shortly after midnight. The male was punched once to the face causing him to fall backward, hit his head on a wooden table and collapse, bleeding on the floor. This male was conveyed to hospital where it was determined that he had a fractured skull and bleed on the brain.

On 15 November, 2022, the Lancashire Constabulary requested a review where a number of conditions were put in place such as a permanent reduction of hours, which was said to “give the Licence Holder a chance to prove to the authority that the premises can trade safely during the Evening and Night Time”.
