The Conservatives also accused Johnston of bias in favour of Prime Minister Justin Trudeau. Johnston denied any bias but eventually resigned, citing a “highly partisan” atmosphere around his investigation.

The Liberals wanted to avoid the intense criticism that met their decision to appoint Johnston by getting their opponents on side from the start. “Conservatives have been asking every day this week to meet to confirm an agreement, but neither Dominic LeBlanc nor his office picked up the phone… since Friday. They also have not provided the final text that was discussed,” he added.
