The introduction of an independent football regulator was confirmed in Tuesday's King's Speech
Financial issues have been a problem in football for too long, but the UK government's new independent regulator is starting to make progress. Clubs such as Portsmouth, Bury, Bolton and Blackburn Rovers have all suffered greatly in the last ten years due to administrative problems. Other sides are also feeling the effects of poor ownership, including Derby County and Sheffield Wednesday.
What is the new independent regulator? In February 2023, the UK government published a paper on reforming football governance. It agreed that government intervention is needed because the 'free market doesn't account for the importance of clubs to their fans and communities, seeing fans harmed by clubs collapsing'.
A new 'football corporate governance code' might become mandatory. Clubs would need to show how they're following the code based on their size. They must have a plan to meet the 'minimum standard' of fan engagement, and teams would only be allowed to compete in approved competitions. Elsewhere, there will also be a review of women's football and player welfare. A report published in September said that the new regulator could step in when needed. This is seen as a way to make sure money is shared fairly in football.
Lucy Frazer, the DCMS secretary, said: "Our football clubs are the lifeblood of communities and the envy of leagues around the world. We want to see them protected for fans now and in the future." "That now looks set to happen as a regulator will be given powers to intervene at all levels when a bad owner, through incompetence or worse, threatens a club's very existence.
