The militarized response to unrest in Portland has drawn criticism from both local and national officials.

Federal agents under scrutiny for using aggressive and militarized tactics against protesters in Portland are not trained in riot control or mass demonstrations, theProtestors run as tear gas is deployed on the steps of the U.S. District Court building on July 17,According to a Department of Homeland Security memo obtained by the, federal agents deployed in Portland do not have specialized training in handling large protests.

The memo says that if the agency continues to respond with federal force in Portland and other cities, “specialized training and standardized equipment should be deployed to responding agencies.” Some federal agents in the city belong to a unit known as BORTAC, which is akin to Customs and Border Patrol’s S.W.A.T. team, and are usually tasked with investigating drug smuggling organizations, according to theReports of unidentified officers detaining some protesters in unmarked vans without explanation have led to a national outcry along with calls from local leaders and Congressional Democrats to remove any federal presence in the city.

Federal agents are also under investigation for a July 11 confrontation where a protester appears to have been shot in the head with a round of less-lethal impact munition, and is now hospitalized suffering from facial and skull fractures. Acting DHS Secretary Chad Wolf has defended the actions of federal agents, saying officers have been arresting “violent criminals” who vandalize federal property and assault officers with laser pointers, frozen water bottles, rocks and metal pipes.
