The leader of Lancaster City Council is worried over the future of post-Brexit UK Shared Prosperity funds
Many Lancashire councils could lose their powers over where post-Brexit UK Shared Prosperity funds go if current ideas for a new combined county authority happen, a council leader fears.
Earlier this year, Lancaster City Council highlighted its current £5.3 million allocation, to invest in local projects over the next three years. It encouraged people to apply for funds, which can be used for buildings and equipment.
He states he recently wrote a letter supporting a national body which represents almost 170 councils, hoping to change the government’s current Levelling Up and Regeneration Bill. The District Councils’ Network wants districts to have voting rights on future combined county authority boards. At present, districts are earmarked for a more-junior observer status or a small number of votes.
He states a government Lords representative, Earl Howe, said there was sympathy that district councils should have voting rights as ‘non-constituent’ members. And there was scope for this to happen. However, it should be determined locally. District councils ‘need not be shut out of the room’, he said. But Earl Howe said it was expected that upper-tier authorities agree devolution deals with districts to deliver the powers most effectively.
