To use the 1 percent rule to your advantage, Fadul recommends familiarizing yourself with the most-used inactive ingredients like phenoxyethanol, parabens, sodium benzoate, ethylhexylglycerin, and glyceryl caprylate. “These ingredients are usually equal or lower to 1 percent, which means everything listed after these will be [concentrated at] less than 1 percent, too,” she says.
The 1 percent rule isn't foolproof, though:"Many actives are effective at low use levels, like retinol, so they’ll be found lower on the ingredient list even when used at the correct percentages," says Emmy Ketcham, co-founder and CPO, R&D ofBeyond looking at the order of ingredients, there are a few other tell-tale signs that a product won't be able to deliver on its purported benefits.
