Cecil Chisale took spice before he died - but experts dispute whether this caused his death
A prisoner died after taking spice at a secure mental health unit where drug use was widespread, an inquest heard.
Another member of staff, Glenn Young, explained that his job involved responsibility for safety and security during his shifts. He said it was very uncommon for those on the high dependency units to be allowed unescorted leave but conceded there was and still is an issue with drugs within the facility, which is used by prisoners and those in the community.
Giving evidence, consultant forensic psychologist Dr Lucy Bacon said Cecil was an “extremely vulnerable” prisoner before his move to the Preston facility. This, she said, manifested itself in that he would be used by other inmates to test new batches of drugs which were brought into the prison. After assistant coroner Nicholas Rheinberg opened the hearing and explained proceedings to the jury, Cecil’s family paid tribute to a beloved son and brother. In a statement read out by the coroner, they said: “Cecil was special. Different in many ways; unique and extraordinary. Cecil touched our lives in a remarkable manner. He left a legacy of living a fulfilled life”
