Mr Lucian Bode, the east European country’s interior minister, obtained a doctorate with a thesis on Romania’s energy security at the highly-reputable Cluj university in Transylvania. And soon enough, claims surfaced in the local media that no less than 65 out of Mr Bode’s 194 pages-long doctoral theses may have been copied from the works of others.

To protect themselves, Romanian politicians obtained a decision from the country’s Constitutional Court prohibiting universities from withdrawing the title of doctor in the event of plagiarism unless evidence of cheating is proven in legal proceedings.Back in April 2012, the president of Hungary, Mr Pal Schmitt, was forced to resign after it was discovered that his doctoral thesis contained large chunks copied from the works of others.

So severe was his shame that Mr Guttenberg left Germany altogether and went on to gain another doctorate at a British university. Yet he never resurrected his political career. The problem for many of Europe’s budding politicians is that they can hardly afford the time to research and the interminable time required in libraries to get everything written up.And the snag is that in the internet age, many software packages can identify plagiarism within minutes.
