With every passing day, the state’s ability to ensure a reliable source of clean drinking water is diminishing.

Addressing those questions in a timely fashion must be among the governor’s and state water department’s highest priorities. This dithering must not continue. Environmentalists argue that the governor’s plan doesn’t make clear when water would be pumped from the Delta, how much would be taken and what limits would be set. They fear the plan would make preserving the health of the Delta for future generations secondary to meeting the needs of farmers and cities, raising the potential for costly lawsuits that could take years to resolve.
The project would be funded by participating water districts. So far, only 16 of the 29 agencies that are part of the State Water Project are part of the group paying for the necessary studies. The Santa Clara Valley Water District has committed $11 million in funding and would likely use water from the tunnel if it is ever built. The only other Bay Area agency participating in the project is the Alameda County Water District, which serves Fremont, Newark, and Union City.
