They end up in such a place because they lack choices., Express-News reporter Elena Bruess described it as “a dilapidated four-unit apartment building just northwest of downtown.
During the worst of the COVID pandemic, a federal moratorium prevented many landlords from evicting tenants because of overdue rent. But last September’s termination of the moratorium gave immediate rise to the number of eviction filings. As Bruess reported, sewage from one tenant’s toilet flowed into the bathtub of another tenant, Cecilia Perez. She then showered by standing on the side of the tub, sticking her head under the cold-water nozzle. When Perez moved into the apartment, it had mildew on the walls, and the unit lacked a door. She cleaned the walls and bought a door.
Referring to the return of his investment, he tweeted, “Definitely bought the ‘city is pouring in a ton of money’ bit. The area is still horrible.”
