It is illegal for a driver to hold any type of mobile device while the vehicle is moving.
Sharing a video of the incident, he said:"I saw a car driving out from the carpark and spotted the driver not concentrating on the road as he was using a mobile phone and had only one hand on the steering wheel. The Stomper also pointed out that the area is a designated Silver Zone, a residential area with a high population of seniors and higher accident rates involving old folk.
