All very positive. But targets are not enough. On their own, they’re useless. If you develop a target because it sounds good in media interviews, it will wrangle up and contort the services you are trying to improve., for instance, were developed as a kind of under-the-radar decriminalisation strategy for minor drugs use in the last decade. The target system introduced by New Labour for the NHS, on the other hand, was very well thought through. The best example of this was the four hour wait for A&E. This target, established in the early 2000s, demanded that 98 per cent of patients be admitted, transferred or discharged within four hours of arriving at the hospital.

It was reduced to 95 per cent in 2010. In recent years it has completely fallen apart. In December 2022, less than half of all people going to A&E were seen in four hours. The most recent quarterly figures found 136,131 people waiting more than 12 hours. The reason for that goes to the heart of how the target was constructed. The four hour limit was not simply put in place because it was politically attractive. It was designed to be reflective of an improved performance in the NHS as a whole. Short waits in A&E mean that patients are being quickly processed into the wards. That means there is space on the wards.
