Heidi Marston, the executive director of the countywide Los Angeles Homeless Services Authority, announced Monday, April 25, that she is resigning — an abrupt move made at a politically fraught time that will leave LAHSA in flux and could have ramifications beyond the agency.
Earlier this year, some who sat on the LAHSA Commission’s management committee, which oversees employee matters, disputed Marston’s account of their position, saying they sought the opinion of city and county staff about whether she had the authority to raise wages. She characterized this in her resignation letter as “an attempt to reverse or undermine my action.” But the management committee has argued that it didn’t oppose giving raises per se.
Sarah Dusseault, who recently stepped down from the LAHSA Commission and was on the board’s management committee in January, disagrees that the management committee opposed higher wages for the staff. Marston said in her resignation letter that even as social workers push for more affordable housing to be created in Los Angeles, “the ability to actualize this immense need is far outside of our reach, authority, and — as our years of failed advocacy have proven — our influence.”
