Developers have submitted a planning application to convert The Old Fox pub near Garston into a house, just months after their previous effort was blocked by the council. The pub has been closed since 2017 and the council's decision in May stated that the plan goes against the policy of protecting public houses. The owners must test whether the pub is commercially unviable by putting it on the market for a minimum of 12 months.

Owners must test whether the pub is unviable by putting it on the market for a minimum 12 months “at a reasonable market value that is comparable to the market values for drinking establishment floor space in that general locality”.St Albans City and District Council has its own rules which require its officers to be satisfied there is no longer a need for a pub before granting permission for a change of use.

The heritage report notes the London to Yorkshire motorway contributed to a decline in passing trade at the “remote location”. The National Planning Policy Framework requires developers and district planners to “ effective use of land” and “ the need for homes”.
