Democrat Kweisi Mfume won a special U.S. congressional election in Maryland on Tuesday to finish the term of Democratic Representative Elijah Cummings, who died in October, while Ohio held mostly mail-in primaries in response to the coronavirus pandemic.

Ohio was among the first states to delay its primaries as lockdowns in response to the deadly respiratory virus spread rapidly across the United States last month, leading an unprecedented 1.9 million voters in the state to request absentee ballots. Ohioans unable to vote by mail were only served by one polling place in each county, compared with more than 4,000 sites in previous elections.
