A 2News continuing investigation into the Davis County Sheriff’s Office which operates the Davis County Jail seeks to find out why Sheriff Kelly Sparks swiftly denied our request for jail surveillance video that would have shown Adam Burdick who impersonated his brother, being booked into the jail on November 14, 2022.

All the while, 2News Investigates was gathering elements on how this went undetected by sheriff’s office employees after talking to Andrew Burdick and his girlfriend Kristina White. On September 29, KUTV 2News associate general counsel filed a notice of appeal regarding Sheriff Sparks denial of access to records relating to the booking of Andrew Burdick with Lorene Miner Kamalu, the Chairperson of the Davis County Commission. In our appeal our attorney wrote that, “The Office’s decision to deny access to these records is at odds with the purpose of GRAMA and the strong public policy favoring access.

The fact that the video was destroyed was never disclosed to us by Sheriff Sparks in his denial letter or by anyone at the County until we received Kamalu’s letter. Nor was any mention made of the 30-day retention policy specifically for jail surveillance footage that has been in effect for several years.

He says, “You'd think that before you tell someone that you can't have this record, this public record that you'd find out whether it exists or not.”“I mean that’s unfortunately kind of a reflexive response that well, if you want this, we’re not gonna give it to you because we have a policy that says that we don’t,” he says.
