Beijing has publicly explained its decision at least four times in the past two weeks.
The Burgenstock Resort, where the Summit on Peace in Ukraine will take place June 15 and 16, near Lucerne, Switzerland.
At that meeting of major emerging economies, Foreign Minister Wang Yi reiterated China’s position – that the two-day summit is unlikely to lead to any real solutions in the absence of Russia.“China supports the timely convening of a genuine peace conference that is recognised by Russia and Ukraine, with equal participation by all parties and fair discussion of all peace proposals,” Mr Wang said.
“At the end of the day, China is tilted towards Russia to the extent that it cannot allow the Putin regime to fall. That’s their bottom line,” added Prof Hoo, a Chinese foreign policy expert. The political scientist said Russia does not feel it is time for negotiation because it is convinced that it will win the war, and Chinese President Xi Jinping shares Mr Putin’s conviction.
Expectations for the June 15-16 summit – the most ambitious gathering so far to rally support for Ukraine’s vision of peace – are modest. Beijing is clear that its issues with the West – from tariffs on Chinese electric vehicles to security groupings like Aukus to technological competition – will not go away even if it stops backing Russia, he told reporters in a talk on June 12.“I think Western capitals are clear-eyed about this dynamic,” he said. “So their expectations of China are modest. What they really don’t want to see is Chinese transfer of lethal systems to Russia and overt in-your-face violations of Western sanctions.
