At the time the plan was drafted, Kern, Tulare, Kings and Fresno counties all shied away from state oversight, state officials said. But water is perhaps the most pressing of all environmental concerns in the valley. As the region transformed into the agricultural hub it is today, farmers grew increasingly reliant on groundwater supplies during times of drought — digging deeper and deeper wells to reach aquifers with finite supplies.
