In 2019, tens of thousands of visitors showed up every day in Lake Elsinore, 90 minutes east of Los Angeles, drawn by the so-called superbloom that blanketed hillsides in an explosion of orange, yellow and purple flowers. Traffic slowed to a standstill, parts of the city were cut off due to gridlock and roads were filled with abandoned vehicles.a WSJ membership
