Council President Freeman and Council member Leanna Cumber have introduced competing bills introducing the same measures to combat antisemitism

Council member and mayoral candidate LeAnna Cumber began work on the bill Jan. 15. City Council President Terrence Freeman began work on the same bill the next day. Both went through the Office of General Counsel, which followed the city's"first in, first out" policy, and normally, the Office of Legislative Services would then give whichever bill was filed first a smaller number – meaning it will be addressed sooner at a City Council meeting.

Freeman and Cumber had two separate press conferences, an hour apart, to talk about their respective bills on Thursday. Eleven other council members have signed on to co-introduce or co-sponsor Freeman’s bill, and Mayor Lenny Curry, who has endorsed Cumber's Republican opponent Daniel Davis for mayor, spoke in support at Freeman's press conference.Carlucci called for Freeman’s bill to be withdrawn in his public letter to the rest of the council.

Number changes on bills are normally reserved for zoning or budgeting bills in order to keep companion bills together, Carlucci said, so for Freeman to request change of order on a bill of this nature was an “abuse of power” and possibly affected by the political implications of the upcoming mayor’s race.

Carlucci said he worried a breach of the council rules would lead to future instances of overreach and uncertainty for council members.
