A delegation with the Friends of Horseshoe Lake made their case to Shaker Heights City Council May 23 for keeping a modified dam in place at the local landmark and manmade scenic wonder -- an alternative proposal they say could preserve a smaller footprint of the historic lake, which has been drained on state orders since 2019.
