Pollution in the Tijuana River Valley is the biggest environmental emergency in the U.S., but the state and federal governments aren't acting like it
Moreno represents District 8 on the San Diego City Council and lives in San Ysidro. Last fall, San Diego was facing a record heat wave. I was on maternity leave with my newborn daughter, Michelle, and I remember waking up in the middle of one particularly warm night to feed her. As I walked by the window, the relief I felt from the cool breeze was matched by disgust at the thick, pungent smell of fecal matter in the air. The stench was so strong it almost knocked me over.
So why aren’t all of these projects moving forward? The answer is simple: The federal government is not funding them. Much has been made of the $350 million that has already been appropriated, and the additional $310 million that has been requested, but it is less often mentioned that a full solution would require somewhere around $1.5 billion to complete all necessary projects on the United States side of the border.
