For Star subscribers: A $17.8 billion budget that Democratic Arizona Gov. Katie Hobbs negotiated with the Republican majority is getting pushback from members of her own party.

Howard Fischer and Bob Christie Capitol Media Services Arizona Gov. Katie Hobbs is angling to sign a $17.8 billion spending plan she negotiated with the Republican majority, even if legislators from her own party refuse to go along.

"She negotiated a budget that makes historic investments in housing, education, infrastructure and child health care in a divided government," said Christian Slater. He also said the package has"critical accountability measures" for empowerment scholarship accounts, the formal name for the vouchers of tax dollars available for students to attend private and parochial schools regardless of financial need.

"I met with a number of Democrats in the House and requested their 'asks,'" he said of the spending plan."And the Democrat leadership decided not to do that." Kavanagh said members of his caucus believe rebates should be available only to people who actually have paid income taxes. Livingston conceded, though, GOP lawmakers have supported"these kinds of 'unearned tax credits'" — rebates of money they never owed or paid — in the past. But that, he said, was for corporations, something Livingston called part of economic development incentives.
