Human-rights group says authorities’ crackdown on dissent makes maintaining operations in city unworkable

HONG KONG—Amnesty International said it would pull out of Hong Kong by the end of the year, marking one of the most prominent departures of a civil-rights group since China’s imposition ofThe London-based rights group said it would close two offices in the city, including a regional base. The group cited the security law, which took effect in June 2020, saying the legislation was vague and being used by authorities to restrict freedom of expression and repress political opposition.

Amnesty’s exit follows a wave of closures by local trade unions and other civil-society organizations amid a crackdown on dissent by authorities. Amnesty was one of a large number of human-rights groups and other nongovernmental organizations that operated openly for decades in Hong Kong before the security law’s enactment.

A separate Amnesty office in Hong Kong worked on research and human-rights advocacy work across the region. Amnesty said it would close its local office by the end of October, and its regional office by the end of the year. It said the regional office’s work would continue from new locations but didn’t say where. More than 30 people worked for the organization’s two offices in Hong Kong, a spokesman said.

Amnesty said at least 35 groups have disbanded since the law was enacted, including unions and activist groups.
