Amid low attendance rates, some NYC educators call for remote learning during COVID quarantines

Some educators are calling on city education officials to allow students to learn remotely — and be marked present — when they are quarantined with COVID, saying current policies contribute to high chronic absentee rates at New York’s public schools.

According to city officials, 36% of public school students were chronically absent last year. That’s a slight improvement from the 40% of students officials said were chronically absent during the 2021-2022 school year, but remains up sharply compared to about 25% before the pandemic. Students aren't penalized for being chronically absent, but absences interrupt learning and contribute to learning loss.

“How can you tell someone you’re mandated to stay home and it’s going to count against you?” she asked.When asked about the issue of absences during quarantine, education department spokespeople broadly affirmed the department's commitment to boosting attendance, but did not say whether it would consider changes to its remote learning or attendance policies while kids are quarantined.

Lyle said the department encourages schools to contact every chronically absent student and offers coaching on how to analyze attendance data and improve attendance. The school interviews chronically absent students about their attitudes toward school, and pairs them with mentors for weekly lunches. It also offers incentives for good attendance, like trips to Broadway shows and field trips.
