Deku still hasn't surpassed All Might in MHA.
Warning! Contains minor spoilers for My Hero Academia Chapter #398!While Deku has come into his powers over the course of My Hero Academia, he still hasn't actually surpassed All Might, and the hero's final fight with All For One proves it. This may be surprising to some fans as All Might can now no longer use his Quirk while Deku is currently at the peak of his strength. But mangaka Kohei Horikoshi is showing that these powers aren't everything that defines a hero.

His mere existence gave people hope, which is an achievement that Deku still hasn't attained yet. Even Quirkless, All Might is continuing to attempt to be that presence, fighting All For One in a mech suit to buy time for Deku to defeat Shigaraki.
All Might is Still My Hero Academia's Symbol of Peace Both All Might and Deku have possessed the Quirk One For All, which grants its users the Quirks of those who have held the power previously. While this ability made All Might powerful, granting him great strength and speed, Deku has managed to unlock much more of its full potential.
The series foreshadows that this fight will end in All Might's death, but given his bold actions and willingness to fight against all odds, this will likely still inspire people and give them hope. Deku on the other hand hasn't reached this symbolic level yet, being relatively unknown to the public at large. After he eventually defeats Shigaraki that may change as he will likely be considered the savior of Japan at that point.
Deku Still Hasn't Become a Symbol in My Hero Academia By the end of the series, Deku will almost certainly become the number 1 hero in Japan just like All Might was before him. But it is unclear if he can become the reassuring symbol that All Might is proving he still is in his last fight. As My Hero Academia rapidly heads towards its conclusion, only time will tell if Deku will be able to surpass his mentor in this regard.
