There is still a way to go before the families get the long-awaited information. The legislation now heads to the House floor, where it needs another two votes before the chambers can work out the differences in their versions of the bill and send it to the governor. It has bipartisan support, and the families are hopeful. This is closer than they have ever been.The original legislation would have helped more than just the Santa Fe relatives.

The experience is one that many crime victims seeking justice in the Legislature know well — an opaque, frustrating and often disappointing process. It requires endurance and money, and passage is never guaranteed. “They changed the bill,” Delgado told Hart and Stone, who were eating dinner at the hotel restaurant with Stone’s brother, David Yanas. Her news sucked the air out of the room.

Yanas shook his head. Hart’s mouth hung open. Stone pulled out her phone and started drafting a text to Patrick, who called her shortly after. She stepped outside. "This is a very intricate bill to write to address both the desires of the families who have suffered so much while making sure evidence in other cases is not jeopardized,” Patrick said in a statement. “Rosie has become a dear friend over the years and we talk regularly. I explained this was a committee substitute. She understood. … Passing any bill is a process that sees many changes along the way to passage.
