Dog owners will face criminal citations instead of civil penalties if their unrestrained pet bites someone while off property.
Abilene Schnieder Moreno, 31, remains in the Bexar County Jail on felony charges of attack by dangerous dog causing death, and injury to an elderly person. Dogs belonging to Moreno and her husband killed Air Force veteran Ramon Najera Jr., 81, in a brutal mauling on San Antonio's West Side Feb. 24.
Previously, animal control officials had discretion on whether to issue a civil citation or a criminal citation in such cases. But the city is taking a sterner approach since Ramon Najera Jr. was killed Feb. 24 in a brutal attack that left witnesses helpless and forced San Antonio firefighters to wield axes and poles against the dogs that mauled him.
A graphic, 53-second video of the mauling showed Ramon Najera trying to get away and yelling for help while one of the dogs continued to bite him and ripped a dialysis shunt out of his body. Dangerous dogs also will face closer scrutiny by Animal Care Services in the coming weeks and months.
