The civil liberties group released a report Wednesday citing a 45% drop in the inmate population from 2017 to 2022
The reform law, which the ACLU backed, eliminated cash bail for most defendants charged with non-violent crimes, allowing their release pending trial and avoiding the destabilizing effect of jail time.commissioned by the New Jersey Supreme Court
The court’s June 9th report found that the bail reform law alone accounted for a 20% reduction in the number of people behind bars, without any resulting increase in crime.“Before 2021, when cannabis was officially legalized, more than 35,000 marijuana-related arrests took place each year – and Black people in New Jersey were arrested at a rate 3.5 times higher than white people for marijuana possession, despite similar usage rates,” the report said.
This graphic in an ACLU report released Wednesday illustrates racial disparities in New Jersey's prison population.Even so, the report said institutional bias in the justice system has continued to put Black New Jerseyans behind bars at a much higher rate than whites.
