The end of a statutory government intervention in the city is important and good news, writes Liam Thorp
The elected Mayor of Liverpool Joe Anderson had been due to chair a meeting of his council's cabinet. With Covid-19 restrictions still very much in place, the meeting was due to be held virtually.
The city leader, who was questioned by detectives for hours, would later be suspended by the Labour Party and by the end of the month he would agree to step back from his role, never to return. Mr Jenrick rose in the House of Commons to reveal a shocking litany of failings at the council. He spoke of a "serious breakdown of governance" and an "environment of intimidation" within the Cunard administration. He said the emergency inspection had painted a "deeply concerning picture of mismanagement."
Originally the team were handed key powers over the council in areas like regeneration, highways and property management. In their newly-appointed roles they would be working closely with new Mayor of Liverpool Joanne Anderson, who had replaced her near-namesake in the elections that spring - as well as council chief executive Tony Reeves, one of the few people to be praised in the Caller Report for trying to turn things around at the troubled local authority.
The commissioners, worried about "systemic" weaknesses that remained, had asked for further powers to be handed to them, including those for financial, governance and recruitment decisions. By the end of the year a further commissioner, Stephen Hughes, had been added to the team amid an increasingly worrying backdrop.
