Zourian Lewis, 18, previously was charged with murder in connection with a fatal shooting in south Houston. Prosecutors said he was heard referring to Carlos Lugo as a 'rat' on a jailhouse phone call.
Prosecutors in court documents said Lewis, who was jailed for a single night Jan. 12 on a misdemeanor charge of evading police, was heard on a jailhouse phone call referring to Lugo as a"rat."
According to charging documents, Lewis was accused of breaking into cars with a group of friends, and authorities maintained he was the one who shot Richardson as he gave chase. In a Dec. 4 phone call, Lugo admitted to breaking into vehicles at the apartment complex where Richardson was killed, according to a search warrant written by Houston police in April. Another document, signed Feb. 24, described a juvenile witness who"gave information" to police about planning to meet with Lewis on the day of Richardson's death.None of the public documents reviewed by the Chronicle say Lugo had named Lewis as Richardson's killer.
But also while in jail on the evading police charge, Lewis allegedly called two people and told them that Lugo was"a rat and a snitch," and asked them to hide his gun and ammunition, according to court records. Bullet casings found in the field where Lugo died later were matched to casings found at the apartment complex where Richardson was killed, according to a search warrant.It remained unclear how Lewis may have known Lugo had spoken to police about the earlier killing, or whether authorities knew Lewis had identified Lugo as a potential witness while he was in jail.
