House lawmakers planned to take up a second proposal later on Thursday that would authorize “destination resort” casinos in large metro areas across the state, though supporters pushed back an earlier debate, possibly hoping to cobble together more votes. In an earlier vote, the casino legislation was eight votes shy of the total it would need to clear the chamber.
