A state task force’s long list of proposals for reparations offers for the first time a clear vision for how California may seek to remedy the historical harm done to its Black residents, and chart an equitable path forward.
He said compensation is just one of dozens of policy recommendations that would address political disenfranchisement, the wealth gap, and other structural disadvantages. For each recommendation, the report lays out the task force’s logic and methodology. It attempts to explain the harm done by mass incarceration, over-policing, housing discrimination, unjust seizure of property, and devaluation of Black businesses, and then proposes recommendations to address each factor. All the recommendations follow the international standard for reparations.
