Photo by Sean KilpatrickIn theory, parliamentary procedure was established to guarantee free and civil discourse among parliamentarians of often disparate views. But, in light of members heckling, insulting, speaking out of turn and attempting to shout each other down, it has been a miserable failure.used the talking stick to promote civility and to ensure that every voice was heard.

While holding the stick, only that person was permitted to speak — all others were expected to listen with respect and wait their turn. Second, First Nations generally consider the eagle feather to be sacred and to be honoured and respected by all. Any person holding it while speaking is honour-bound to speak the truth.

Perhaps we could civilize our parliamentary sessions by having a First Nations elder pass around a talking stick with an eagle feather attached. It could also have sufficient weight to discipline any incorrigible miscreants. For good measure, we would need to mute the microphones of those who did not have the talking stick.
